Background
Ballynanty Community Project is a Community Employment (CE) Scheme designed to help people who are long-term unemployed (or otherwise disadvantaged) to get back to work by offering part-time and temporary placements in jobs based within Northside Family Resource Centre.
The role of the CE Supervisor is to manage and develop the CE Project, overseeing the administrative, technical, and participant development aspects of the project.
The successful candidate will be employed by Ballynanty Community Project CLG and will report to the Chairperson (or a nominated Sponsor) and Sponsoring Management Committee. The CE Project is funded by the Department of Social Protection.
We are seeking a dynamic and energetic individual to fill the Supervisor’s role. In summary, the core of the work is to ensure the effective and efficient management and co-ordination of the human, financial and material resources of the CE Scheme. A central focus of this role is to empower CE participants by providing tailored support and coaching that fosters the development of essential skills, competencies, and qualifications. This guidance is designed to prepare individuals for meaningful and sustained employment, helping them transition confidently into the workforce.
The post holder will be expected to:
Adhere to the Child Protection Policy of host sites, namely Northside Family Resource Centre and ensure any concerns are acted upon immediately and appropriately.
Keep strictly confidential any personal information relating to the children, their families or members of staff learnt as part of the job.
Key areas of work:
Human Resources
Develop and implement a CE recruitment strategy aligned with Department of Social Protection guidelines.
Coordinate approved work schedules and ensure annual employment contracts for all participants.
Maintain effective communication through team meetings and one-to-one sessions.
Support long-term unemployed participants in identifying re-entry needs and progression paths.
Liaise with employers and relevant support organisations to encourage progression.
Create individual exit plans and provide follow-up support for up to 4 months post-exit.
Provide regular updates to the Sponsoring Committee.
Engage in training and development as required.
Training Development Provision
Assess individual learner needs as part of the Individual Learner Plan (ILP) process.
Source and coordinate cost-effective training in line with Department procurement guidelines.
Prepare and record ILPs on Welfare Partners per CE procedures.
Ensure participants access recognised qualifications, focusing on NFQ Major Awards or industry standards.
Maintain and update participant training records on Welfare Partners.
Monitor and review training progress with participants.
Organise internal and external work placements as required.
Report ILP developments to the Sponsoring Organisation.
Scheme Management
Provide a safe and healthy environment for participants - both in terms of facilities and work practices.
Ensure work placements on scheme are in line with CE application.
Supervise, schedule and manage participants.
Fully participate in training and development opportunities provided by the Sponsor and by the Department as required for the post.
Carry out all functions relevant to the position of CE Supervisor as indicated by Sponsor.
Financial Monitoring and Programme and Training Monitoring
Ensure the CE scheme is compliant with financial, programme and training monitoring requirements as detailed in the CE Operating Procedures. Co-operate with the conduct of Departmental monitoring visits.
Progression of CE Participants
Conduct exit Planning
Carry out intensive Job Search activities as part of exit planning
Maintain evidence of engagement with local Employers
Maintain an up-to-date database of Employers
Interagency
Create opportunities for participants to gain meaningful experience and develop skills in their areas of interest.
Working closely with the various Coordinators of Services within Northside FRC and the local community to create professional learning opportunities for CE participants.
Network within the local community to support recruitment of participants.
Liaise with the relevant statutory and voluntary agencies and facilitate inter-agency co-operation to address the needs of the economically and socially excluded in the local community.
General
Document the work on an on-going basis and prepare regular work / progress reports for the Sponsor Management Committee and the Chairperson.
Participate in relevant training.
Any other tasks that may be assigned by the Chairperson/Sponsoring Committee from time-to-time.
Take an active interest in the life and work of Northside Family Resource Centre.

Essential
Knowledge of Post
Have a solid understanding of the role of the CE Supervisor as it pertains to project management and programme delivery. Display responsibility, commitment and motivation to implement the objectives of the CE Programme.
Work Experience
Previous experience in Community Development, Project Management and/or Training.
Must evidence competency in one or more of the following areas: Business/Financial Administration, Human Resources.
3 Years supervisory and people management experience relevant to post.
Interpersonal Skills
Effective communication skills.
Competent report writing skills.
Capable of directing, motivating, coaching and mentoring jobseekers.
Ability to work under the direction of the Sponsoring Organisation for the effective implementation of the CE Programme in line with the CE Operational Procedures.
ICT skills are essential (e.g. MS Office).
Desirable
Work Experience
Experience of working with a Voluntary Board of Directors.
Experience of working with vulnerable individuals and jobseekers.
Experience of working with multiple cultures and a variety of target groups.
Research and report writing experience.
Experience of running payroll.
Qualifications
Major Award at 3rd Level of NFQ Level
6 or higher in a field related to the position.
Management Training.
Post-graduate Qualification in a related field
A full clean driver’s license
Terms of Employment

Accountability
The Community Employment Supervisor will report and be responsible to the Chairperson of Ballynanty Community (or a designate of the Sponsoring Committee) Project and ultimately the Sponsoring Management Committee.
Hours of Work
The post will be full-time i.e., 39 hours per week, Monday to Friday between 08:30 and 18:00.
The Supervisor will be expected to be flexible about evening and weekend work for which overtime will not be paid but time-off-in-lieu will be granted.
The contract is subject to continued funding from the Department of Social Protection.
There is an expectation the Supervisor will work across sites as required all of which are located on the Northside of Limerick City.
A six-month probation period will apply.
Salary
The salary scale is €37,160.24 per annum and will be offered at point 1 of the scale.
Pension
The Project’s pension scheme is subject to direction of the Department of Social Protection and will be in line with the National Community Employment Scheme’s Instructions.
Confidentiality
The Supervisor will be expected to always observe confidentiality in relation to the business of the Ballynanty Community Project, Northside Family Resource Centre, and any other host sites.
Holidays
The Supervisor is entitled to 21 days annual leave (8% of time worked) plus public holidays.
Sick Leave
DSP will provide grant support for up to 15 days certified and 4 days uncertified for any full-time supervisor during the 52-week project period.
Garda Vetting
The position is subject to the completion of a satisfactory Garda Vetting process.
