Job Description
The HSSEQ Lead will be responsible for advising on overall compliance in matters of HSSEQ in accordance with the client's policies and relevant statutory provisions. The role holder shall provide leadership in the delivery of health and safety, security, environmental and quality (HSSEQ) delivery standards and the compliance requirements for all the client's project activities.
The HSSEQ Lead will act as a source of expert technical advice, providing assurance, ensuring compliance, and carrying out due diligence on matters relating to HSSEQ to ensure that the project is delivered safely. The role holder will lead the HSSEQ team within the Safety function and must lead by example and serve as a role model in ensuring the highest standards of HSSEQ are adopted across project.
Principal Responsibilities
- Lead the HSSEQ team within the Safety function of the client's Directorate
- Oversee the delivery of health and safety, security, environmental and quality (HSSEQ) delivery standards and the compliance requirements for all the client's project activities
- Ensure a holistic approach to health and safety is adopted across all aspects of delivery, including the wellbeing and culture of the client's Directorate
- Design, develop and implement HSSEQ management systems, processes and tools and ensure they are fit for purpose and continually improved upon
- Ensure all design, construction, testing and commissioning works will be carried out in compliance with the Safety, Health and Welfare at Work Act 2005; Safety, Health and Welfare at Work (General Application) Regulations 2007 to 2020, the Railway Safety Act 2005, the Safety, Health and Welfare at Work (Construction) Regulations 2013 and all other current applicable Regulations, Codes of Practice and Guidance
- Develop and implement a safety management system that takes a systematic approach to managing safety, including organisational structures, accountabilities, policies and procedures and is based on the principles a “plan, do, check, act” approach for ensuring the effective planning, organisation, control, monitoring and review of safety measures
- Develop a strategy and plan to update and develop the health and safety systems, controls, processes and procedures, bringing the best of industry practice and lessons learned, to provide a health and safety system which is fit for purpose, agile and robust in the delivery of the project. This shall be presented to TII’s health and safety team for review and agreement
- Following agreement by TII, lead in the implementation of this strategy and plan to develop a complete health and safety management system, controls, processes and procedures for the project in line with best practices and ISO 45001 and other relevant standards
- Oversee the drafting of all health and safety requirements for the Core Contracts, to input into the procurement documents and lead in the evaluation of health and safety elements of tender submissions
- Support in the development of requirements for procurement where health and safety inputs are required (e.g., design and engineering, operations) including, inter alia:
- Preparation of responses to clarifications relating to health and safety matters
- Support in the evaluation of tender submissions for each of the contracts in relation to any health and safety matters
- Assist the Project Delivery Partner to coordinate all works under the Core Contracts which shall be based on the Health and Safety Authority (“has”) guidance and industry best practice
- Ensure that a strong health and safety culture is embedded across the entire delivery of the client, supporting in the development and implementation of health and safety campaigns and the communication of safety throughout the client's project, including the Project Delivery Partner, Core Contractors, and related stakeholders
- Monitor, undertake analysis and report on the safety performance across the entire project, including the Project Supervisor for Design Process (PSDP), Project Supervisor Construction Stage (PSCS), Project Delivery Partner and other contractor(s)
- Manage the performance of the HSSEQ team and develop and implement programme wide HSSEQ key performance indicators and use same to report on the HSSEQ performance of the project.
- Review relevant information in safety files for handover to the client's Directorate at the end of the project
- Ensure that there are effective processes for the recording, reporting and investigation of accidents and incidents and oversee incident investigation to develop a culture where lessons-learned are implemented and risk reduction is promoted
- Keep relevant teams and individuals within the programme abreast of any proposed change in legislation that may impact on their relevant work streams and advise of the implications
- Provide expert advice, assistance and support on HSSEQ requirements
- Maintain theoretical and practical competence in the field of HSSEQ management, including the application of relevant legislation and industry requirements
Qualifications
- 15+ years’ relevant experience leading and embedding HSSEQ practices into highly complex, large engineering capital delivery projects / programmes with 5+ years’ experience in metro rail projects or projects of a similar scale and complexity
- Further demonstrated experience / knowledge of the following is required: o Previous experience managing HSSEQ on site
- Experience in developing and maintaining HSSEQ management Systems, Safe T Cert, OHSAS 18001, ISO 45001
- Knowledge and familiarity with contract documents, forms of contract and specifications
- Developing health, safety and welfare strategies and setting programme-wide health, safety and welfare performance indicators
- Delivering within regulated and unionised environments
- Working within safety critical and regulated environments such as metro / rail would be desirable

- Strong computer skills including MS Office, excel, AutoCAD, MS Project Primavera • Ability to manage a contractor site meeting
Formal Education Qualifications
- Minimum Level 8 degree (or equivalent) in relevant subject area e.g., engineering, project management etc.
- Health and safety diploma or degree
- Level 9 Masters in relevant field would be advantageous (or equivalent masters)
Professional Memberships
- Safepass accreditation
- NEBOSH or equivalent
- Chartered member of ISOH. Member / Fellow of Chartered Quality Institute or appropriate institution
