Inis Housing Association are seeking an individual to join our small but growing team. For the right committed candidate, there may be potential for support to complete the housing training to grow into the role fully. Also, as we are a growing organisation, so we would expect the hours to increase to a full-time position over the next couple of years.

Work Locations: Mountshannon Office/home. Also, will be expected to attend various properties in the Clare, North Tipperary, North Limerick and South Galway area using your own means of transport.

1. PURPOSE OF JOB

The Housing Officer will have overall responsibility for housing and tenant management. This includes providing support, guidance and assistance to tenants and ensuring the effective day to day operation, maintenance, and administration of the housing schemes. The role will involve working closely with the Inis Housing Team, tenants and local authorities.

The Housing Officer will assist with delivering a high-quality housing management service to tenants and will be responsible for the full range of housing management duties.

3. GUIDANCE AND AUTHORITY

The housing officer will report directly to the CEO. The organisation is governed by a Board of Directors, who the CEO reports to. The Housing Officer will be expected to submit bi-monthly reports to the CEO for Board meetings.

4. PRINCIPAL ACCOUNTABILITIES

Tenancy Agreements/Tenancy Training

· Ensure all tenants have an up to date and signed tenancy agreement.

· Ensure all tenancies are registered with the Residential Tenancies Board (RTB).

· Knowledge and understanding of Residential Tenancies Amendment Act 2015 and RTB Dispute process and procedures.

· Maintain a record of the condition of properties when they become vacant and prior to re-let.

· Ensure records are organised and up to date in accordance with Data Protection and best practice guidelines.

· Ensure all property, tenant & maintenance information is logged on our management system including all maintenance works, tenant correspondence, photos, inspection details, safety check etc.

Organisation, Reporting and Administration

· Assist the Association to ensure the efficient administration of the properties, to include such matters as rent collection, general record keeping, provision of regular reports on all property inspection/maintenance.

· Maintain accurate records and carrying out all administration tasks as set out in the Associations policies and as required by the Association.

· Provide Housing Update Reports on property operations in line with Social Housing Regulation Compliance Requirements to the CEO and Board, as required.

· Provide written reports of activities & attend meetings to provide updates as required.

· To work with the CEO and the Board to ensure the delivery of quality housing management, administration, caretaking, repair and maintenance services for the designated housing estates and apartment blocks.

· To ensure the policy and procedures for housing management and maintenance are implemented.

· Submit weekly timesheets to CEO.

Lettings/Allocations

· Letting and allocating properties as per IHA (Inis Housing Association) & Local authority allocation policies.

· Co-ordinating the viewings of properties with prospective tenants at hand over and re-let stage. Advising prospective tenants with regard to Tenancy Agreements.

· Undertaking pre-tenancy training in line with IHA Tenancy Agreement and Tenant Handbook.

Property Management/Repairs & Maintenance

· Carry out regular inspections of houses, apartments and common areas in line with policy.

· Management and follow up repairs/maintenance requests from tenants and take appropriate action.

· Organize for repairs to be carried out in accordance with IHA policies.

· To manage rent accounts, limit arrears and carefully manage voids.

· Communicate with tenants, contractors, and CEO in relation to repair and maintenance works.

· Ensuring regulatory Housing and Safety standards are met.

· Identify and record any property damage and inform CEO where necessary.

· Complete inspections of any vacant properties and arranging for all necessary repair work to be completed.

· Maintain accurate records and files for all properties and incidents on the property management system.

Performance Reporting

· Complete quarterly and annual performance reports (rents, voids, repairs, costs, etc.) for submission to CEO and Board meetings.

· Provide update reports on operations in line with Social Housing Regulation compliance as required.

Estate Management

· Addressing Anti-Social Behaviour issues as they arise and other breaches of tenancy agreements.

· To maintain accurate, current records of all properties, tenants, and incidents.

· Recording and identifying causes of damage to property and ensuring it is remedied.

· To manage caretaking operations relating to heating, lighting, cleaning and upkeep of apartment blocks, estate communal meeting rooms, yard areas etc.

· To maintain planning/cyclical works to preserve houses and buildings, painting and upkeep of structures, servicing of equipment, including gas central heating installations, lifts, etc.

Financial

· Keep tenant records up to date and follow up on arrears when necessary.

· Work closely with CEO in assisting with the management of financial records and preparation of periodic/ annual financial reports.

· Rent collection setting and monitoring.

Safety, Security & Welfare

· Support the Association in ensuring risk assessments for Health and Safety are undertaken.

· Ensure the safety, security, and welfare of all the tenants and the building and report any incidents or accidents as required.

· Regularly inspect and assess the properties and environment for hazards or risks, take follow up action, in consultation, to mitigate and/or eliminate such risks.

· Monitor, record and respond to any identified Fire Safety issues. Ensure all units have working and maintained smoke/fire alarms; fire blankets, and Co detector where required. Ensure entrances and exits are clear; fuel is stored properly; access to the properties is unhindered, etc.

· Keep a record of, and report any accidents or incidents relation to safety, security, or welfare of tenants.

Organisational/Training

· Keep up to date with legislative, regulatory developments, new guidelines etc as relevant.

· Attend occasional training/professional development seminars, or information days run by or advised by Association.

General

· Comply with policies and procedures.

· Additional duties may be assigned from time to time.

· In addition to the duties and responsibilities listed above, the job holder may be required from time to time to perform other duties as deemed reasonable and necessary by the employer.

6. EDUCATION, KNOWLEDGE, EXPERIENCE AND SKILLS TO UNDERTAKE THE ROLE AT A FULLY ACCEPTABLE LEVEL

EDUCATION

· Suitable candidates will have a relevant third level qualification in Housing Studies, Property Management, or related discipline.

KNOWLEDGE

· Knowledge of the needs and issues of the poor and disadvantaged.

· Social Housing management practice and administration.

· Best Practices in housing management.

· Housing legislation as it relates to the Social Housing Sector.

· Housing Law/tenancy agreements.

· Record keeping.

EXPERIENCE

· At least 2 years equivalent knowledge and experience in a housing management environment.

· Experience of core housing management tasks

· Experience in the community / voluntary sector/housing / social care environment.

· Experience of working with a wide range of people who are: vulnerable, homeless, elderly, low-income households.

· Knowledge of GDPR, RTB Legislation and Regulation requirements.

· Experience of working with other social landlords, statutory and voluntary agencies.

· Experience of core housing management tasks (allocations, resident’s associations, rent collection, repairs, tenancy management).

SKILLS

· Own vehicle and full clean driving license required.

· Excellent communication, interpersonal and relationship-building skills.

· Good written communication skills.

· General office administration skills.

· Ability to work effectively as part of a team and independently.

· Good software skills including MS Office software, Word, Excel, Outlook.

· Good time management & organizational skills and ability to work with accuracy and attention to detail.

· Ability to handle sensitive and confidential information.
