- Programme Co-Ordinator Learning, Employment & Social Enterprise ( full-time permanent contract)
Main Purpose of the Role
The Programme Co-Ordinator – Learning, Employment & Social Enterprise is responsible for the coordination and strategic development of inclusive learning, employment supports, and social enterprise initiatives for adults with intellectual disabilities. The postholder will lead programme planning and delivery, oversee team operations, and play a key role in securing external funding through grants in response to identified needs. The role also includes responsibility for digital systems, data management, and the development of innovative IT solutions that enhance service quality and accessibility.
Occasional travel and flexible working hours may be required to support service delivery and stakeholder engagement.
Role Requirements
- A minimum of a Level 7 on the QQI Framework – BA in Social Care Studies, Social Care Management or equivalent relevant qualification in community development, business, or a related field.
- Post graduate qualification ideally in Social Care Management or Management Qualification.
- At least 3 years of management experience at a similar level of responsibility.
- Experience working with adults with intellectual disabilities in inclusive learning or employment-focused settings.
- Strong knowledge of person-centred planning supported employment, and social enterprise development.
- Proven ability to secure and manage grants or funding streams.
- Strong digital literacy and experience managing IT systems or digital learning platforms.
- Excellent organisational, leadership, and communication skills.
- Must hold a full clean driving licence valid in Ireland and be willing to drive company vehicle
- Proficient in both oral and written English language
- Have the legal right to work in Ireland and currently hold valid work authorisation for Ireland
Main Duties and Responsibilities
The Project Co-ordinator will:
Programme Co-ordination and Leadership
- Day to day oversight of the programme to ensure the delivery of evidence-based outcomes for individuals who participate
- Lead the development, delivery, and continuous improvement of vocational learning, employment support, and social enterprise programmes.
- Coordinate the work of staff teams, ensure services are aligned with standards and regulations for person-centred planning approaches and national policy frameworks.
- Oversee the development of internal, training, work experience and supported employment opportunities within the social enterprise.
- Coordinate the delivery of vocational, personal development, and capacity-building programmes that reflect individuals’ goals.
- Ensure the use of inclusive teaching practices and accessible learning tools.
- Evaluate the impact of programmes and support staff to adapt content to meet evolving needs.
- Support the integration of accredited learning pathways where appropriate.
- Collaborate with local employers and businesses to build sustainable pathways to open employment.
- Monitor progress and outcomes to ensure individuals are supported in line with their identified employment pathways.
- Developing and reviewing existing social enterprises, and creating and piloting new social enterprises as income generating targets
- Support the growth, marketing and commercial development of social enterprise activity.
- Contribute to the establishment of new projects, services, or roles to advance the interests of individuals or address identified gaps.
- Be responsible for managing resources within the Department including managing associated budgets for staffing, overheads etc.
Staff Support and Development
- Provide strong leadership to the team and develop and support a strong culture of excellence, quality and safety in service delivery.
- Line Management of the programmes team including volunteers, including regular supervision, mentoring and development.
- Foster a collaborative, values-led team culture focused on positive outcomes. Promote a culture of inclusion, empowerment, innovation, and continuous learning.
- To identify and address training needs within the service. Facilitate and deliver appropriate training for staff as required, including refresher training as part of a continuous professional development programme.
- Conduct team meetings to coordinate the work.
- Oversee management of volunteers and students within your team. Advertise recruit and process new volunteers for the programmes to include interviews, application and Garda Vetting process and checking up references.
- Contribute to the strategic development of the organisation by playing an active role in the wider team
Grants and Funding Development (Lead Area)
- Identify and pursue relevant grant and funding opportunities to support programme development and innovation.
- Lead the preparation of funding applications, business cases, and reporting in collaboration with internal teams.
- Build and maintain relationships with funders, donors, and strategic partners.
- Maintain records, outcomes, and financial data to demonstrate impact and secure future funding.
Digital Systems and IT Innovation (Lead Area)
- Oversee the use of digital tools for planning, communication, record-keeping, and evaluation.
- Lead on the selection, implementation, and maintenance of IT systems that enhance service delivery and user experience.
- Promote digital literacy among staff and individuals using the service.
- Support the use of assistive technologies and accessible digital learning solutions.
Quality, Compliance and Reporting
- Ensure compliance with internal policies, national standards, and quality frameworks (e.g., QQI, IAS, New Directions).
- Monitor programme outcomes and maintain accurate records to inform reporting and evaluation.
- Provide regular updates, reports, and recommendations to the Services Manager and Senior Leadership Team.
- Contribute to strategic planning, audits, and service reviews.
- Participate in and conduct audits in line with Cumas requirements and take responsibility for implementing the corrective action programme with regular reporting to the General Manager.
- Ensure all arrangements, administration and documentation related to contracts and activities are efficiently and timely completed and processed
- Monitoring performance and taking remedial action as required. Where significant risks or delays are identified flagging these to your line manager as soon as possible to agree how these will be addressed
- Complete Monthly periodic reports to the General Manager on programme activities, finances, new developments

Position is based in New Ross area, Co. Wexford.
A six-month probationary period will apply. Garda Clearance and reference checks will be required for all prospective employees.
