ERTO plays a key role in coordinating with stakeholders, ensuring compliance with ISO-certified management systems, managing risks, optimizing asset performance, and implementing sustainability initiatives to reduce the environmental impact of operations. Additionally, ERTO oversees the safety documentation, change control processes, and ensures that all activities align with Transport Infrastructure Ireland’s (TII) goals for efficiency, resilience, and sustainability.
We are in the Dublin Tunnel Control Building on East Wall Road, Dublin 3. The position requires compliance with ethical codes, internal rules, local regulations, and health and safety rules for Egis Road and Tunnel Operation activities. This site is secure and offers parking.
Job Description
Immediate Supervisor: Commercial Manager

The Project Engineer / Change Management Lead is a dual-role position supporting the successful delivery of complex infrastructure and technology projects across the Motorway Operations Control Centre (MOCC), Dublin Tunnel (DT), and Jack Lynch Tunnel (JLT). This role includes managing assigned Task Orders, overseeing change initiatives, and ensuring alignment with safety, operational and regulatory requirements.
You will lead project planning and implementation in line with NEC4 contract processes and the Scope, and be responsible for driving the Change Control Process (CCP) to ensure controlled, risk-assessed, and well-communicated implementation of change across all systems, infrastructure, and operations.

KEY RESPONSIBILITIES
Project Engineering:
- Deliver assigned Task Orders including capital works, renewals, and upgrades, aligned with the Forward Capital Works Programme (FCWP) and Integrated Project Portfolio (IPP).
- Manage project scopes, schedules, budgets and stakeholder interfaces, ensuring delivery to programme using PMI PMBOK or similar methodologies.
- Liaise with internal teams and consultants to develop tender documents, design packages, and project execution strategies.
- Coordinate and supervise subcontractors, ensuring work is executed in compliance with Safety Files, RAMS, and Quality Plans.
Change Management:
- Lead the implementation of the Change Control Process (CCP), including impact assessments, stakeholder engagement, risk reviews, and formal approvals.
- Chair or contribute to the internal Change Control Committee meetings and coordinate with the Tunnel Safety Officer (TSO), OT/IT security, and operational leadership on change proposals.
- Ensure traceability of changes through M-Files (EDCS), Maximo and other project control systems.
- Prepare and present Change Proposals and associated business cases to the Service Manager and internal review panels.
Quality and Compliance:
- Support updates to Safety Files in collaboration with HSEQ and ensure all deliverables for Task Orders meet regulatory, operational, and maintenance requirements.
- Ensure all change and project documentation (designs, risk assessments, certifications, training) are quality-checked, complete, and available at handover.
Qualifications
- Bachelor's Degree in Civil, Mechanical, Electrical, or related Engineering discipline.
- Desire to learn and master NEC contracts, project management methodologies (PMBOK), and ISO standards (55001, 9001, 45001, 14001).
- Proficiency with documentation and asset management software (e.g., Maximo, M-Files).
- Exceptional written and verbal communication skills, with proven experience in technical writing and documentation management.
- Demonstrable ability to manage stakeholders and coordinate with multidisciplinary teams.
