Role Summary:
Reporting to the Radiology Services Manager (RSM3), Deputy Radiography Services Managers (RSM1s) or designate, the Mammography Clinical Specialist Radiographer will perform a pivotal role in service planning, co-ordinating, managing activity, and allocated resources within the mammography department located within the Beaumont Breast Centre (BBC).
The post holder will be an active member of the multi-disciplinary team and will lead and supervise radiographic and other staff in the BBC resulting in the delivery of an efficient, effective, and quality mammography service.
The Mammography Clinical Specialist Radiographer will be responsible for the provision of radiation protection within the environment, reducing the risks of any adverse radiation effects in compliance with local policies, national legislation, and international regulations. They will be primarily responsible for ensuring that imaging in the mammography department is performed to a high standard of technical quality in a caring and efficient manner and in line with established guidelines and procedures.
This role encompasses quality assurance, staff development and effective communication while providing professional and clinical leadership. This position requires the ability to lead, guide and supervise staff in a rapidly changing environment, and the willingness to undertake additional duties as may be assigned from time to time. This will be achieved in conjunction with the RSM3 and RSMIs and the Radiology Directorate Management Team.
The Mammography Clinical Specialist Radiographer is expected to assist the RSM3/RSM1s in the delivery of efficient and effective radiography service both within the BBC and the radiology department and must function integrally within the Radiology team and have proficiency in other modalities in order to participate in 24/7 services.
Responsibilities
Principal Duties:
Reporting to the RSM3 and his/her deputy the position of Clinical Specialist Radiographer requires an ability to lead, guide and supervise Radiographic staff in the assigned area and to successfully manage service delivery on a day to day basis. Ability to manage in a rapidly changing environment and willingness to undertake such additional duties as may be assigned from time to time is essential.
To carry out the duties appropriate to a Radiographer in relation to the assigned area and other areas within the Radiology Department, including the provision of an on-call service if required.
To attend at such time and such places as may be fixed by the Chief Executive or designated officer and to remain in attendance there so long as his/her services are required.
To carry out his/her duties under the supervision of the RSM3 and his/her deputy or such other person designated for that purpose by the Chief Executive or designated officer.
Operations:
- Be responsible as team leader on a day to day basis for ensuring the delivery of a caring radiographic service to the patients.
- To be accountable for the quality of the service provided, including customer service and technical aspects.
- To contribute to the development and implementation of operational policies, protocols and guidelines to ensure optimum utilisation of resources and systematic audit of such usage.
- To participate and advise on the equipment selection, purchase, replacement or upgrading process.
- To contribute to the preparation of plans for the service – monitor and report on their implementation. Implement and maintain accurate information systems for clinical data in accordance with hospital standards.
- To maintain accurate records of equipment service, maintenance, malfunction, downtime and performance as required and co-ordinate preventative maintenance schedules in accordance with clinical demand, including all ancillary equipment.
- To maintain up to date knowledge of clinical, technical and radiographic developments in relation to assigned area and promote awareness of new developments. Ensure that best practices are implemented and maintained.
- As the financial function is devolved within the organisation contribute to financial planning and ensure that appropriate budgetary procedures are implemented.
- To attend meetings as may be requested by the Radiography Services Manager II, Radiography Services Manager I and Superintendent I and keep staff briefed on developments.
Staff management:
- To participate in consultation with the RSM3 as required in human resource planning, recruitment and selection of staff.
- To support the RSM3 in the implementation of initiatives aimed at on-going service development and improvement.
- To promote and maintain a safe environment for staff and patients. Assist in the development and implementation of risk management and health and safety strategies in association with the RSM3.
- To develop and maintain a training function as may be required in relation to qualified staff and/or trainees and students. Supervise and assess all training as required. Based on that assessment informs the RSM3 of the progress of each individual throughout their training.
- To motivate team members.
- To report to the RSM3 on human resource issues.
Quality Assurance:
- To investigate and take appropriate action in accordance with hospital policy in relation to complaints, accidents and incidents.
- To ensure that all hospital policies and relevant legislation on radiation safety is understood by staff and complied with.
- To ensure all hospital policies on infection control, health and safety etc., are understood by staff and compiled with.
- To implement and maintain a quality assurance programme for the assigned area.
Education and Training:
- Identify training needs of new staff in equipment and procedures specific to the mammography department.
- Responsible for the training of all Radiographers and other staff as appropriate. Inform the RSM3 or designate of the progress of each Radiographer throughout their training.
- Maintain up to date knowledge of clinical, technical, and professional developments relating to Radiography / operating procedures.
- Staying updated on latest practices and technologies in radiation safety, recommending and implementing improvements where feasible.
- Participate in mandatory training programmes as described.
- Ensure that all staff mandatory training is complete and up to date in line with hospital guidelines (BORIS). These include hygiene and infection control training, radiation safety, manual handling, fire training and basic life support.
- Provide peer support and facilitate continuing training, education, and research activities for Radiographers.
- Maintain and update the operating theatre imaging protocols and training manuals as required.
- Actively participate in continuing education and research activities.
PLEASE NOTE THE FOLLOWING GENERAL CONDITIONS:
- Attendance to fire training is mandatory and must observe fire orders.
- Any accidents within the Department should be report promptly.
- Compliance with Infection Control Policies is required.
- All staff are expected to adhere to Safety, Health and Welfare at Work Acts 2005 and 2010.
- In accordance with the Public Health (Tobacco) (Amendment) Act 2004, smoking is prohibited within the Hospital premises.
- The department’s uniform code must be adhered to.
- Provide support the Radiology Senior Management as required.

Qualifications
Mandatory:
(a) Candidates for appointment must:
(i) Be registered, or be eligible for registration, on the Radiography Division of the
Radiographers Register maintained by the Radiographers Registration Board at CORU.
AND
(ii) Have not less than 6 years full time (or an aggregate of 6 years full time) post qualification clinical experience.
AND
(iii) Possess a recognised postgraduate course in Radiology as recognised by the IIRRT and have no less than 4 years practical clinical experience working in a speciality. Practical clinical experience will include time assigned to work in the relevant specialist area but needs
to comply with the following breakdown:
Pre commencement of a postgraduate course (maximum of 1 year* allowed);
Time spent completing the post graduate course (maximum of 1 year** allowed);
A minimum of 2 years experience* following completion of a postgraduate course.
*A minimum of 12 weeks assigned to work in the relevant specialised area will be required for each relevant year to be counted.
**The research component of a postgraduate programme will count towards the post course time once the Radiographer has successfully completed the taught components of the programme.
AND
(iv) Requisite Knowledge & Ability
Possess the requisite knowledge and ability (including a high standard of suitability,
management, leadership and professional ability) for the proper discharge of the duties of the office.
AND
(v) Provide proof of Statutory Registration on the Radiography Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be issued.
(i) On appointment practitioners must maintain annual registration on the relevant division
of the Radiographers Register maintained by the Radiographers Registration Board at CORU.
AND
(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
