Job Purpose
The Programme Advocacy Manager leads the development and implementation of advocacy strategies to influence policy, mobilise resources, and enhance the impact of our global programmes. Working at the intersection of field programming and global policy, the role ensures that evidence from operations informs policy engagement at all levels. The Programme Advocacy Manager will support the ICSP programme and work very closely with the Senior Programme Manager for Irish Aid.
Key Responsibilities
- Prepare relevant staff members within the Programme Operations team for panels as required.
- Design and implement programme-aligned advocacy strategies that support country and regional programme objectives.
- Translate programme evidence, needs assessments, and impact data into compelling policy positions and advocacy products (briefs, reports, position papers).
- Collaborate with country teams to build advocacy capacity and ensure alignment with organisational priorities and humanitarian principles.
- Monitor policy developments and advise programme teams on opportunities and risks related to advocacy and public positioning.
- Contribute to cross-departmental initiatives on communications, donor engagement, and external representation.
- Represent the organisation in relevant advocacy forums, working groups, and external coalitions where relevant.
- Support the Senior Irish Aid Programme Manager on preparation of reports and briefs
Skills and Experience
- Demonstrated experience in a similar advocacy, policy, or programme management role within the humanitarian, public or development sector.
- Proven track record in designing and delivering successful advocacy strategies in complex humanitarian or public policy contexts.
- Strong understanding of humanitarian principles, donor policy environments, and global policy processes (e.g., UN, EU, AU).
- Excellent writing, public speaking, and stakeholder engagement skills.
- Willingness to travel to field locations (up to 20%).
- Experience working directly with affected communities to shape advocacy priorities.
- Familiarity with humanitarian coordination mechanisms and inter-agency advocacy platforms
- Familiar with various domestic networks including Dóchas
Desirable
- Master's degree in International Relations, Humanitarian Affairs, Public Policy, or related field would be an advantage
- Language skills (Specifically French, Arabic, or Spanish)
**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
