Irving Oil/Top Oil, is looking for a Compliance Partner to work in our Head Office in Eastpoint Business Park.
As a member of Irving Oil’s regulatory compliance team reporting to the European Manager of Regulatory Compliance, you will drive the development, implementation and management of regulatory compliance initiatives and processes to support regulatory compliance with Irish and UK Acts and Regulations and European Directives and Regulations applicable to a diverse business portfolio. This role partners with the business and supports alignment to the company’s overall risk reduction efforts and strategic priorities.
As a key compliance subject matter expert, you will work in collaboration with other members of the Regulatory Compliance Team to provide strategic advice, support and guidance (technical and regulatory) to diverse areas and levels of the Company. This includes conducting compliance gap assessments, developing and implementing policies and standards, supporting compliance investigations and supporting training and education programs.
The position will be based in Dublin and may include travel opportunities to our company’s assets from time to time. The candidate must have the ability to work from home as required. The successful candidate will foster a culture where compliance risk is proactively managed across the full spectrum of our industry obligations.
Key Responsibilities:
- Build an understanding of current and developing regulations in Ireland, the UK and at the European level.
- Apply analytical skills to analyze regulatory requirements and business processes, identify compliance risks and priorities through compliance gap assessments and drive the necessary improvement processes.
- Research and gather information to support the business in developing internal controls within required deadlines.
- Provide subject matter expert opinion (technical and regulatory) of developing regulations during regulatory consultation processes to the Manager of Regulatory Compliance.
- Lead internal consultation to provide responses to consultation requests.
- Lead the process to engage and collaborate with business unit representatives and teams to interpret regulations and develop policies and standards based on technical and regulatory knowledge and experience.
- Support persons accountable and responsible for specific requirements in the development of plans, processes and deliverables required under regulations.
- Develop, manage, coordinate and conduct periodic compliance assessments to ensure compliance to regulatory requirements and internal controls and recommend preventative measures to lower overall risk of compliance violations.
- Support the Manager of Regulatory Compliance on any investigations of reported violations of the compliance program or any other issues discovered through periodic compliance assessments or any other audit process (internal or external).
- Ensure appropriate and timely escalation of non-compliance to regulatory requirements and/ or non-conformance to internal controls to the Manager of Regulatory Compliance.
- Manage and own the update of a compliance risk register for various business units as assigned.
- Review and analyze regulatory compliance data to ensure its accuracy and thoroughness, identify trends and solutions to ensure future compliance and prepare reports.
- Track mandatory internal and external (including governmental) audit actions, notices and/or orders for reporting activities on behalf of Irving Oil and its business units.
- Respond to internal inquiries as assigned by the Manager of Regulatory Compliance.
- Remain current on all applicable laws and commitments.

Education and experience:
- Third level qualification in science, engineering, law, finance or a relevant discipline with an acceptable combination of education, training and experience relevant to this position.
- Experience in research-based activities or research postgraduate degree is an asset.
- 5+ years experience interpreting and/or applying laws and regulations. Experience in conducting internal audits or regulatory inspections is considered an asset.
- Proven track record in developing and implementing systems for managing risk, regulatory requirements or obligations management.
- Experience in chemical processing or similar industries with complex obligations and licensing requirements is an asset. (COMAH, Industrial Emissions, VOC etc.).
- Experience of compliance requirements for hazardous substances such as transportation (ADR & IMDG), storage, processing, distribution and sales of chemicals or fuels will be advantageous.
- Knowledge of industry compliance requirements in the energy industry such as explosive atmospheres, industrial hygiene, asset integrity, pressure equipment is an asset.
- Advanced Knowledge of Health and Safety, Human Resources, Finance, Business or IT Security related legislation is an asset.
- Previous work with a regulatory agency is an asset.
- Project management experience is an asset.
