Overview of role:

The Architecture and MIS/RBAC Team Lead will play a pivotal role in supporting the Cúram Electronic Health Record (EHR) implementation across UPMC Ireland. You will report to the EHR Technical Stream Lead. There are two key functions under the role: - Primary Architect for the programme (functional, infrastructure, data) - Role Based Access Control This role will oversee the creation, management, documenting, planning and delivery across the core digital architectures (functional, infrastructure, and data) that will support the deployment, performance, scalability, and security of the Cúram programme. This role will also work closely with the IT functions on integrating secure, role-based access profiles aligned with clinical, administrative, and operational workflows, ensuring compliance with privacy regulations, security policies, and audit requirements. This role acts as the technical application/system champion at the group level and ensures alignment of system functio

Primary Duties and Responsibilities:

You will have responsibility for leading the Architecture and Technical Infrastructure workstream within the UPMC Ireland Cúram programme, along with the definition and deployment of MIS/RBAC controls within the EHR platform. You will implement the programme within the project scope and governance, including identification of your stream’s stakeholders. You will establish your project team and allocate responsibilities. You will collaborate with the other technical and non-technical workstream leads where required.
For the workflows to be deployed, you will be jointly responsible for the end-user experience and the transition of the key programme architectures into the core environment. This will involve milestone tracking and reporting workstream status and issues, risks and benefits. You will lead the decision-making process towards the resolution of issues impacting your workstream alongside the Technical Stream Lead.


Overall - Team Leadership & Stakeholder Engagement:

  • Serve as the primary liaison to the end-users ensuring the key architectures and RBAC meet clinical and business workflow needs.
  • Lead Architecture & Technical Infrastructure engagement sessions, adoption planning, and go-live readiness efforts.
  • Leads clinical systems and MIS/RBAC engagement sessions, adoption planning, and go-live readiness efforts, with the support of the Technical Workstream lead and in conjunction with the IT team as appropriate.
  • Recommend policy changes and process improvements to drive efficiencies and improve outcomes.
  • Facilitate regular workgroup meetings, track milestones, document decisions, and escalate risks.
  • Act as the primary liaison between the programme’s architecture and infrastructure functions and the wider Cúram implementation team.
  • Support development of training materials and assist with education for clinical and technical platform services and other relevant end-users.
  • Provide hands-on support during go-live and stabilisation phases, ensuring continuity of operations and rapid issue resolution.
  • Collaborate with the training team to ensure clinicians and other relevant users are adequately trained on the appropriate systems, along with ensuring users have the correct MIS/RBAC access within Meditech and associated applications.
  • Support the planning and delivery of handover training to the future EHR BAU team members.
  • Collaborate with the appropriate governance structures to support ongoing optimization and training needs.


Architecture - Design:

  • Define the future-state technical architectures (infrastructure, functional and data) to support the Cúram programme, including decisions around system selection, decommissioning, integration, overall scalability, and system resilience.
  • Ensure the infrastructure architecture aligns with core technologies and the clinical/business workflow needs and integration points across ancillary systems such as PACS, LIS, RIS, ERP and other enterprise/local applications.
  • Collaborate with MEDITECH and internal IT teams to understand system specifications, infrastructure dependencies, and technical constraints.
  • Design and oversee infrastructure and functional architectures to ensure secure, reliable access for all clinical and operational users.
  • Working with UPMC Ireland’s Data Protection & Cybersecurity Lead (with support from UPMC US), ensure cybersecurity alignment by embedding secure-by-design principles and supporting capabilities.
  • Ensure sufficient capabilities are in place to meet operational, business continuity, and disaster recovery requirements.
  • Ensure appropriate capabilities and capacities are in place to retain and enable appropriate access to legacy data for operational and regulatory purposes.
  • Coordinate with the interoperability and data migration teams to ensure the technical architecture enables seamless data flow and real-time exchange across systems.
  • Co-ordinate with facilities managers to ensure all technical capabilities are designed, developed and delivered in line with programme requirements.


Architecture - Implementation Support, Validation & Testing:

  • Lead technical readiness activities including infrastructure provisioning and deployment of non-production environments for development, testing, and training.
  • Oversee performance testing, scalability assessments, and end-to-end system monitoring configurations.
  • Support the design and execution of go-live cutover plans, including rollback strategies and system validation procedures.
  • Collaborate with IT operations and MEDITECH technical resources to perform system integration testing (SIT), user acceptance testing (UAT), and technical validation of all architecturally related components.
  • Act as an escalation point for architecture related issues during build, test, go-live, and stabilisation phases.
  • Ensure system reliability through proactive monitoring, logging, and rapid resolution protocols.
  • Identify and troubleshoot issues in collaboration with IT, finance, and clinical teams.
  • Champion change management within the wider digital services teams and the wider organisation, addressing workflow impacts, practice changes, and documentation requirements.
  • Facilitate standards development processes and actively engage architecture and infrastructure stakeholders (including US colleagues) in design and optimization discussions.


RBAC - Workflow & System Design:

  • Collaborate with clinical, business and technical teams to support end-to-end integrity across modules.
  • Act as the subject matter expert (SME) for clinical platforms & MIS/RBAC-related functions in MEDITECH.
  • Lead the creation of detailed role-based security templates that reflect user responsibilities, workflows, and scope of practice in MEDITECH Expanse.
  • Collaborate with MEDITECH analysts and operational leaders to design and validate appropriate workflows within MEDITECH Expanse.
  • Support the design and enforcement of segregation of duties, minimum necessary access, and access controls across MEDITECH modules (e.g., EMR, PCS, Sched, Lab, Pharmacy, Admin).
  • Review system functionality related to MIS/RBAC functions.
  • Ensure clinical systems & MIS/RBAC operational workflows translate effectively into clinical and business processes.
  • Support the integration of MIS/RBAC workflows with financial processes to ensure access integrity and optimised workflows alongside clinical and quality compliance requirements, if within the scope of that system.
  • Contribute to policies, SOPs, and training resources related to user access management and system login procedures.


RBAC - Implementation Support, Data Validation & Testing:

  • Oversee the build and configuration of security profiles and access templates in MEDITECH, including the User Dictionary.
  • Lead testing activities for clinical platforms and MIS/RBAC, including integrated and user acceptance testing (UAT).
  • Identify and troubleshoot issues in collaboration with IT, finance, and clinical teams.
  • Ensure any appropriate clinical systems have correct RBACs, and are integrated with other clinical systems (e.g., lab, imaging, pharmacy) to support seamless care delivery and documentation.
  • Validate statutory, management and operational reporting requirement delivery for clinical functions.
  • Conduct comprehensive user access audits and validation exercises to ensure access is accurate and compliant with internal policies and external regulations.
  • Coordinate and participate in integration testing (SIT), user acceptance testing (UAT), and go-live preparation activities specific to security and access control.
  • Provide frontline support for troubleshooting access issues, including user provisioning, account lockouts, and permission conflicts during and post go-live.
  • Champion change management among staff, addressing workflow impacts, practice changes, and documentation requirements.
  • Facilitate standards development processes and actively engage SMEs across the organisation in design and optimization discussions.
  • Support the identification of appropriate hardware solutions for MIS module end-users in their operational settings.


Documentation & Governance:

  • Maintain accurate and up-to-date project documentation, including current state/future state maps, risk/issue logs, decision registers, benefits registers, and change logs.
  • Support governance processes by preparing materials for the Technical Design Forum and senior management meetings.
  • Define and track key performance indicators (KPIs) readiness, adoption, and post-go-live performance.
  • Assist in documenting lessons learned and continuous improvement initiatives.
  • Ensure compliance with statutory and regulatory requirements related to clinical safety and digital health.

Qualifications & Experience:

Required:


  • Bachelor’s degree in Health Information Technology, Computer Science, or a related field (or equivalent experience).
  • Minimum 5 years’ experience in enterprise-level architecture design (functional, infrastructure, data).
  • Minimum 5 years’ of experience in healthcare IT, information security, or EHR access control management.
  • Direct experience leading architecture and technical capabilities for deployments of HIS/CIS systems (preferably MEDITECH, but not excluding EPIC, Oracle Health et al.).
  • Experience with supporting technical infrastructure requirements for EHR systems, including cybersecurity, identity management, business continuity, disaster recovery, legacy data retention and access.
  • Proven experience leading technical teams in large-scale healthcare IT transformations.
  • In-depth knowledge of privacy and security standards and audit practices in a healthcare setting.
  • Demonstrated experience with EHR implementation, security planning, or user provisioning systems.
  • Strong project coordination, stakeholder engagement, and change management skills.
  • Strong analytical thinking, problem-solving, and interpersonal skills with the ability to work across clinical and operational teams.


Preferred:

  • Prior experience with MEDITECH Expanse, including RBS Matrix, User Dictionary, MIS module configuration, MIS-related audits, or equivalent capabilities with other major EHR systems (e.g., Epic, Oracle Health).
  • Knowledge of infrastructure frameworks such as TOGAF or ITIL.
  • Experience working within Irish or EU healthcare systems, with understanding of regional compliance standards and data sovereignty requirements.
  • Familiarity with identity management tools, single sign-on (SSO), and integration with Active Directory or HRIS systems.
  • Knowledge of clinical decision support, change management methodologies (e.g., Prosci, ADKAR), and regulatory requirements (e.g., documentation standards, medication safety protocols).
  • Experience developing training resources and SOPs.
