Multi-Disciplinary Team Authorised Officer (AO)


Under section 58 of the Medical Practitioners Act 2007, the CEO of the Medical Council appoints Authorised Officers to support both the CEO and the Preliminary Proceedings Committee (PPC) in handling complaints.


The Medical Council is seeking to recruit an Authorised Officer (Administrative Officer Grade) to join our Complaints and Investigations, Fitness to Practice Directorate


The Complaints and Investigations, Fitness to Practice Directorate employs several Authorized officers who assist with several processes including the Preliminary Proceedings Committee ("PPC") of the Medical Council. The authorized officer will also play role in fulfilling the regulatory remit of the Medical Council by supporting all centralised monitoring activity across the organisation.

The work of an Authorised Officer is both challenging and rewarding, they work on the frontline of issues arising in the health system and operate to protect the public on a daily basis.


Key Responsibilities


  • Assisting and supporting the PPC, and the CEO in triaging and investigating complaints, conducting interviews, taking statements from relevant persons, and procuring relevant documentation and reports.

Communicating with key stakeholders including parties to the complaint, legal advisors and committee members.

Interviewing witnesses for the purpose of a written statement (this may include travel within Ireland however most interviews take place at our offices/remotely).

This role requires presenting cases at committee meetings, minute writing and drafting of legal letters some of which are complex in nature.

Ensure Monitoring case files are kept fully up to date with all evidence collected and correspondence stored securely.

Drive the effective management of all activities within remit, with a rigorous focus on efficiency, effectiveness and delivering on stakeholder (internal and external) requirements and expectations.

Build and maintain effective relationships with key relevant external stakeholders and professional bodies as appropriate, to continuously develop knowledge and learning

Take ownership for the delivery of assigned elements of the business plan, maintaining momentum and prioritisation.

Support the implementation of the Medical Council's organisational change plan, through proactive contributions and delivering on expectations for area of responsibility.

Provide administrative and operations support to the relevant Committees of the Medical Council.

Supervision and management of the work of Regulation Officers where appropriate.

Providing statistics and maintaining data storage for reporting purposes.

Maintaining relevant database and ICT systems.

Undertaking any other duties and responsibilities as may assigned by the Medical Council from time to time.

Working on own initiative in managing a challenging workload, preparing documentation for PPC meetings, drafting Authorised reports, Authorised plans, directions and taking minutes of meetings where required.

  • Actively engage with the risk framework of the Medical Council.


Essential Criteria:

At least 2 years' experience with investigation/case management experience in a similar role, ideally in a professional body, regulatory environment, or legal firm.

A third level qualification.


Desirable Criteria:

A legal qualification would be a distinct advantage.

A good knowledge of the Medical Practitioners Act 2007, as amended, in addition to the Medical Council's remit and functions and the Regulated Professions (Health and Social Care) (Amendment) Act 2020.


Essential Characteristics:

Ability to manage a busy workload and analyse issues critically in order to operate efficiently.

Excellent communication skills, oral and written in particular strong presentation skills are required for the role.

Ability to organise his/her own time effectively, prioritise workload and set realistic timelines for delivery.

Confidence to communicate and manage a wide variety of stakeholders both internally and externally.

Ability to adopt an empathetic approach in dealings with stakeholders

Excellent attention to detail and ability to perform well working under pressure.

Ability to work effectively as part of a team.


Details of this Appointment:


Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.


Salary:
Starting salary will be at €40,268, which is the first point of the Administrative Officer PayScale.


If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.


There will be salary increment each year in line with the
Administrative Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave:
25 working days plus public holidays

Hours: 35 hours per week, Mon-Fri.


Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working policy as determined by the Medical Council policy from time to time. Currently we require staff to work in the office 2 days a week, this may be subject to change in the future.


Pension:
The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
