The NEC4 ECC Assistant Project Manager will assume responsibility for providing support to the NEC4 ECC Project Manager in administering the Design and Build Contracts under which the Schemes will be delivered on behalf of the NTA. This may include providing assistance in relation to the management of payments, the programme and compensation events, overseeing risk management by means of, among other contract mechanisms, the NEC early warning system and issuing all instructions, notifications and other communications required under the contract. The role holder will ensure that they at all times act in a spirit of mutual trust and co-operation.

The Opportunity

The NEC4 ECC Assistant Project Manager will assist the NEC4 ECC Project Manager and the Design and Technical Services Lead in establishing and leading the Project Operations sub-functional area at a Site Level for the particular Scheme on which they have been deployed, providing strategic direction and overseeing the management of a high-performance, integrated sub-functional area team. The role holder will be required to develop and undertake detailed financial and resource planning for the Scheme on which they have been deployed and oversee the day-to-day management of the activities of Client Partner (CP) staff within the Site Level Project Operations sub-functional area, ensuring they are carrying out their relevant tasks efficiently and effectively to ensure the successful delivery of Core Bus Corridors Infrastructure Works (CBCIW).

The NEC4 ECC Assistant Project Manager will also act as a point of contact between the Site Level and CBCIW Core Level and any other relevant NTA stakeholders and will be required to actively encourage knowledge transfer between CP staff at Site Level and NTA staff. The role holder will also be responsible for coordinating all relevant reporting to the PMO and any additional reporting required in line with defined governance arrangements. In addition, the role holder will assume responsibility for the performance of CP personnel deployed within the Project Operations sub-functional area on their assigned Scheme and will embed a focus on continuous improvement and best practice throughout the delivery of the Scheme.

As NEC4 ECC Assistant Project Manager at Arup experience will include@

  • 7+ years’ project management experience with at least 5 years’ experience carrying out project management activities across the project lifecycle through to completion in high value road and / or infrastructure projects or projects of a similar scale and complexity to CBCIW.
  • Further demonstrated experience and knowledge in the following is desirable:
  • Delivering engineering solutions and results in dynamic urban environments;
    • Generating a collaborative culture and engaging a team;
    • Advising clients on the procurement and operation of Contracts;
    • Assisting in tendering processes under relevant regulations;
    • Developing Scope and other Contract documentation in collaboration with Design teams;
    • Administering the contract as a manager and an agent of the Employer;
    • Understanding the Works Information (NEC3) / Scope (NEC4);
    • Giving instructions to vary the works and implementing compensation events;
    • Responding to issues within the deadlines dictated by NEC;
    • Setting up the Contract Data and understanding the Scope;
    • Auditing the Contractor’s accounts and records on the Target Cost Contracts;
    • Approving the Contractor’s submitted programme;
    • Assessing the programme (understanding float, time risk allowances concurrency, logic links, Key Dates, programming software) and making decisions;
    • Making assessments of compensation events – both the time and cost;
    • Operating on site, preferable within a live urban environment;
    • Documenting best practice construction project management policies and standards;
    • Delivering construction/asset delivery projects to time and within allocated budget;
    • Managing high-performing staff / teams including carrying out performance management, undertaking resource planning and embedding a focus on continuous improvement and best-practice; and
    • Dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery.

Formal Education Qualifications

  • Required to have a bachelor’s degree in civil engineering (or equivalent)
  • NEC ECC Accredited Project Manager
  • Safepass accreditation is desirable
  • Chartered Engineer (Member of IEI, ICE or equivalent) is desirable.
