Purpose of role
The Programme Support Officer is a key member of the Programmes Implementation Team and will primarily support the portfolio of institutional and multilateral donors such as EU ECHO, INTPA, ECW, and UN agencies. Reporting to the Institutional and Multilateral Donor Team Lead, the role includes support across all areas of programme grant management, compliance, donor engagement, and collaboration with internal and external stakeholders. The postholder will also contribute to proposal development, learning initiatives, and profile-raising activities. Key Duties and Activities
Programme Support
Support the Team Lead and Desk Officers to ensure high-quality grant delivery and timely donor and internal reporting.
Maintain accurate programme files, donor contracts, and internal compliance documentation.
Support the Team Lead and Desk Officers with administrative tasks linked to project management and monitoring visits.
Assist in managing programme budgets and financial compliance, in collaboration with Plan International Ireland’s compliance team.
Liaise with Country Office teams to ensure smooth communication, contract management, and deadline tracking.
Contribute to the development and dissemination of templates, checklists, and tools to aid grant compliance and performance.
Support monitoring, evaluation, and learning processes for ongoing projects.
Business Development
Support proposal development and donor submissions by preparing inputs and reviewing specific sections.
Assist in identifying funding opportunities with Team Lead Institutional and Multilateral, the Business Development team and country-level counterparts.
Coordinate with Plan International Ireland colleagues and Country Office teams to ensure good quality and timely proposal development for UN opportunities
Learning and development
Assist in gathering and developing case studies, briefing papers, and learning materials.
Contribute to the implementation of Plan International Ireland’s programme strategy through knowledge sharing and continuous learning.
Competencies Required
Professional
Initial experience supporting humanitarian or development programmes, ideally including exposure to head office operations.
Proficiency in Microsoft Office 365 (Excel, Word, Outlook)
Interest in and developing understanding of institutional and multilateral donor compliance (e.g., EU ECHO, INTPA, ECW, UN agencies).
Basic knowledge of programme cycle management, results-based management, and key humanitarian standards (e.g., CHS, SPHERE), with a willingness to learn and grow in these areas.
Ability to collaborate effectively with colleagues across programme, finance, and compliance functions.
Communication and Networking Skills
Effective planning and organisational skills, with a strong attention to detail
Strong verbal and written communication skills with the ability to tailor messages for different audiences
Proven ability to engage and coordinate with stakeholders internally and externally.
French language competency is highly desirable
Desirable
Experience in data analytic
Experience supporting donor audits and managing small grants.
Experience working with ECHO HIP proposals or annual donor reporting.
Knowledge of gender-responsive programming and rights-based approaches.

This role is graded as a Level 2 within our salary scale, with an expected range between €30,000 - €36,000per annum. Placement on the scale will be dependent on level of experience and fit within the role.
