Senior EU Project Officer (Eco Boost)
SEEA is working with on various EU and nations research & development projects, with a wide range of stakeholders in the public, private & community sectors.
SEEA are Lead Partner on an Interreg NWE Project, and project partner on 12 other EU funded projects. This specific role as Senior Project Officer will be managing the delivery of the ECOBoost Project on behalf of the Energy Agency as Lead Partner.
The Senior Project Officer Ecoboost will be responsible for the successful implementation of existing European Union funded projects as assigned. The role will report to the EU Team Lead and will provide project management and admin support to the Agency’s Team members involved in EU Projects, initially for the ECOBoost project. This project is being funded under the INTERREG North West Europe Programme.

Location: The beautiful grounds of St Kieran’s College in the vibrant city of Kilkenny. Working from home, at agreed times will be considered.
Contract Type :2-year Fixed contract with 2-year extension option subject to performance.
Working Hours: Full time – Mon to Friday. 37.5hr/ week standard contract
What you will be doing
As a Senior EU Project Officer (Ecoboost), you will be responsible:
Project Management of the Delivery of ECOBoost and other EU/R&D Projects
- Carry out the implementation of EU Projects within the scope, work programme, timeframe and budget specified and on the basis of the contract agreed with the European Commission
- Monitor the progress of EU-funded projects, ensuring milestones and deliverables are met by all Partners in the project
- Reporting and liaising with the Joint Secretariat in line with the Project requirements
- Organise and manage all project activities, identifying and mitigating risks
- Network across the European Energy sector, developing partnerships for new project proposals
- Enhance the research and innovation profile of the South East Energy Agency
- Collaborate on EU project activities in Ireland and abroad
- Prepare all technical and financial interim and final reports, ensuring accurate and timely deliverables
- Travel abroad within Europe to attend and represent South East Energy Agency in the project international steering and working committee meetings
- Undertake additional duties as assigned by the Agency
Reporting & Documentation
- Create and maintain appropriate records, reports and documentation as required
- Ensure that effective and appropriate monitoring procedures are carried out to record project activities and progress
- Proactively use information and communication technology to improve service delivery and efficiency
- Report key metrics to the EU Team lead on the delivery and progress of EU/R&D projects as assigned
- Maintain and provide monthly reports to EU Team Lead on the status of individual project work packages and tasks
- Ensure the timely submission of financial and technical reports to First Level Controller (FLC) or relevant body for EU claims, by working with the EU Project officers and EU Finance officer
- Create and maintain project-specific documentation during and on completion of a project to ensure compliance with SEEA company policies and procedures or other governing bodies
Leadership & Management
- Supervision and Management of staff
- Oversee and manage the delivery of the assigned EU/R&D Projects and relevant team members to successfully deliver on project goals and deliverables
- Coordinate project activities, including dissemination, communication, and exploitation/replication activities.
- Monitor overall project progress concerning milestones and deliverables.
- Identify unanticipated risks and assist in preparing technical, interim, and final reports.
- Manage project budgets with the support of The EU Section Lead and the EU Finance Officer
- Identify and report on resources needed for project delivery and assess the quality of delivery for the assigned projects
- Work with the EU Communications team to organize SEEA project-related events and provide support as needed.
Stakeholder Engagement
- Collaborate with stakeholders, businesses, public representatives both locally and across Europe to ensure the effective implementation of EU projects
- Liaise and collaborate with EU project partners, national FLC, and relevant EU commission members for successful delivery of EU projects
- Work across relevant SEEA departments and carry out all such actions, measures and duties as are necessary for the implementation of the EU Projects
- Foster and maintain team spirit within the EU Team.
Quality and Compliance
- Adhere to the company’s Quality Management System requirements, including performing work according to process documents, procedures, and maintaining necessary records
- Understand and apply quality and environmental policy statements in all aspects of work
- Ensure that the needs and requirements of the company’s customers are understood and delivered
- Enhance the company’s internal processes and management system by reporting corrective actions, updates, and improvement ideas
- Continuous improvement on advancements in retrofit materials, methods, and regulations.
Additional Responsibilities
- Perform additional duties as assigned by the CEO/SMT, depending on the organization’s workload
- Contribute to achieving the company’s objectives
The Ideal Candidate
Each Candidate must, on the latest date for receipt of completed application forms for the position have:
- A minimum of Level 8 Degree on the National Framework for Qualifications (or equivalent)
- Minimum 6-years of managerial / administrative experience in the delivery of EU Projects and/ or national funded R&D projects
- Demonstrated ability to work with public sector stakeholders, particularly Local Authorities
- Strong knowledge of business model, carbon budgeting, procurement policies, and sustainability practices.
- Excellent communication skills for developing outreach materials and delivering presentations.
- Proven track record in the management / administration of EU Projects
- Experience of budget preparation and management
- Excellent people skills
- Ability to prioritise and multi-task
- Commitment to see projects through to completion within agreed deadlines
- Must be able to travel within Ireland and Europe for Partner meetings
