Job Summary: Civils Supervisor
The Civils Supervisor will be responsible for the day-to-day supervision of civil works on public lighting and utility projects. Acting as the key link between clients, project managers, civil crews, and ESL personnel, the Supervisor will ensure projects are delivered safely, efficiently, and to the required standards. The role includes overseeing capital works and maintenance projects, particularly works related to public lighting, and ensuring compliance and quality are maintained throughout the project lifecycle
Reporting to the
Responsibilities:
Supervise on-site civils crews and subcontractors, ensuring works are delivered safely and to programme.
Oversee civil works related to public lighting installations and maintenance, including ducting, trenching, reinstatement, and foundations.
Ensure safe working practices around existing utilities and installed public lighting infrastructure.
Meet clients on-site to agree scope of works, resolve issues, and ensure expectations are met.
Engage with clients, local authorities, and utility providers to coordinate works and approvals.
Liaise with project managers regarding progress, resource requirements, and any issues impacting capital works or maintenance works.
Act as a point of contact for clients and ESL personnel on-site, providing updates and addressing queries.
Ensure compliance with Health & Safety standards, carrying out site audits and inspections.
Monitor quality and workmanship throughout the lifecycle of projects, ensuring standards are upheld from start to finish.
Maintain accurate site records, reports, and documentation for management and client review.
Support the coordination of plant, materials, and resources to ensure smooth project delivery.

Required Qualifications:
Education
Level 6/7 qualification in Civil Engineering/Construction (or equivalent experience).
Experience:
Previous supervisory experience in civil/utility works (water, power, telecoms, gas, or public lighting).
Strong knowledge of Health, Safety, and reinstatement standards.
Experience coordinating site crews and subcontractors.
Experience with safe working around utilities.
Proven experience working to Purple Book standards for trenching and reinstatement.
SLG – Sign, Lighting & Guarding.
Certifications:
Safe Pass
Sign lighting guard
Formal training in site supervision and management to demonstrate competence in supervising street works in line with legislation.
Required Skills & Competencies:
Supervision & Coordination – Ability to oversee daily site activities and guide crews to deliver works safely and efficiently.
Health, Safety & Environmental Awareness – Strong knowledge of relevant legislation and safe working practices.
Communication & Client Engagement – Clear communicator with crews, subcontractors, clients, and local authorities; able to meet clients on-site and agree works.
Regulatory Compliance – Practical knowledge and experience of Purple Book requirements and public authority road opening licences.
Problem Solving – Practical approach to resolving issues quickly on site
Planning & Organisation – Ability to manage resources and ensure works are delivered to programme.
Utility & Public Lighting Awareness – Competent in interpreting service drawings and working safely around underground services and public lighting assets.
